Emergency Management Preparations
PURPOSE:
The following activities are completed by the staff of Boone County Hospital in an attempt to lessen the severity and impact of a potential emergency that may occur.

PROCEDURE:
Essential supplies, equipment, food, water and utilities must be provided to meet shelter needs for up to two weeks.

Efficient traffic flow must be established:
Prepare floor plans which designate areas for specific patient care functions and ensure that the staff is familiar with these plans.
Prepare and have available traffic control signs to show external and internal routing of casualties and other traffic.
Assign and train volunteers to perform traffic control and security functions.

Relocation to alternate health facility or place of safety (i.e., churches, schools)
Prepare maps of routes to the relocation site.
Arrange adequate transportation for evacuation and relocation.

Provide for essential utilities:
Provide for an emergency source of electrical power capable of operating all essential electrical equipment.  Plan for failure of back up generators.
Establish an alternate source of safe water.
Provide an alternate means of waste disposal in event of sewage system failure.
Provide for sufficient fuel to last for at least two (2) weeks of expanded operation.  Fuel oil, coal or tank-stored gas is most adaptable for emergency purposes.

Arrange for emergency/disaster supporting services to be performed by local businesses, utility companies, government agencies and individuals.  Emergency/disaster supporting services would include: (Through the Boone County Emergency Management Plan)
Transportation

Boone Community School Buses
Boone County Emergency Management
Communications 
Traffic Control 
Food Supplies 
Local Law Enforcement Agencies
Utility Maintenance 
Medical Supplies 

These arrangements must be coordinated with the assistance of the Boone County Emergency Management Director whenever possible.  The hospital shall estimate its emergency needs for each kind of support and, when feasible, arrange to have supporting supplies, equipment and manpower pre-designated for hospital use.

Arrange with Boone County Emergency Management for the training of hospital personnel who would perform the radiological monitoring of casualties and hospital areas and the acquisition of necessary radiological monitoring equipment.  This equipment shall be stored in the hospital as a part of its essential emergency material.

The hospital must test its plan and operational readiness at least semiannually.

This is accomplished through exercises in which many planned emergency functions are performed as realistically as possible under simulated emergency conditions.

Also, at intervals throughout the year, there shall be limited tests which try out separately certain key elements of the plan, such as:
Alerting procedures
Emergency communications
Movement to shelter
Standby generator operation

A medical record system must be chosen or designed to meet the minimum requirements of emergency management operations.
