Emergency Management - Supplies, Utilities, & Equipment
POLICY:
Procedures shall be established and followed to ensure the availability of supplies, utilities and equipment needed during a disaster.

PROCEDURE:
Preparations will be made to provide adequate essential hospital supplies, utilities and equipment to permit expanded operation for at least two (2) weeks and to ensure the most efficient use of these resources.

Preparations must include the following:
Ensure the most economical use of medical supplies.
Assess available resources by:
Estimating emergency material needs.
Perform an inventory of essential items on hand.
Determine probable shortages (allowing for improvisation and substitution whenever possible).

Offset shortages by:
Increasing current inventories of essential items to the degree possible.
If available acquire a Hospital Reserve Emergency Inventory Unit, a 30-day extra supply of critical medical items for casualty care being placed on the shelves of hospitals by the US Public Health Service, Division of Health Mobilization.
Procure and stockpile additional essential items, including special emergency items not used in day-to-day operations, such as folding cots and stretchers.

Establish lists of supplies and equipment to be sent to treatment areas upon activation of the plan.

Rotate supplies that are subject to deterioration.

Assemble emergency/disaster supplies into sets and locate the sets for easy accessibility to the using area.

Procedures for emergency procurement of additional supplies:
Make agreements with local agencies, hospital and suppliers to obtain additional supplies, if needed.

Maintain current lists of health supply sources in the community.

Obtain and store a Packaged Emergency Hospital Unit, if the hospital qualifies under PHS criteria.  These units are made available by the Public Health Service, Division of Health Mobilization.

Obtain other financial or material assistance from local, state or federal governments when available.  (Example:  Federal surplus property that would be usable in hospital emergency management activities is sometimes available through the State Surplus Property Agency or Civil Defense Office.)

Requirements for gasoline on hand for routine and emergency situation:  (Specify type of tank:  underground/landscape)
5,000 gallons of unleaded in above ground storage tank located at the Boone City Shed. (22nd and Greene Street). 
15 gallons of LP propane in a small storage tank located in the hazardous gas storage unit. 
6000 gallons of diesel in two (2) above ground storage tanks located north of the hospital. 

Emergency Lighting and Power for the Hospital:
Two (2) diesel-operated generators. One 250 kva emergency generator for the west addition and one 775 kva for the east addition.

Emergency Water Supply:
Refer to Emergency Water Supply Plan.
During an emergency, a water rationing plan shall be instituted.

Food Supplies Storage:
Food supplies are stored in the main kitchen and basement storage area.
A two-day supply of perishable food is to be maintained.
Non-perishable foods sufficient to last one week shall be constantly rotated.

Drug Supplies Storage:
Non-perishable drug supplies are stored in the Pharmacy, perishable drugs are kept in the Pharmacy in separate refrigerators.

Antibiotics, salves, insulin and tranquilizers are kept on hand.

Drugs are rotated and expiration dates carefully noted.
